Generally it'll be between 5$ and 10$ depending on the complexity of the design.
Probably between 10$ and 20$ If there's more then one person in the image. People are kind tough to draw.
3$ if you just want me to make you a background.
As for rules, I don't draw ships I'm actively against, or nudity of any kind or sexual stuff. I also won't do excessive gore. Like having a character ruffed up, or bleeding is fine, but I won't draw their guts hanging out of something like that.
